Following a mythological introduction, Cylinder A describes the dream omens received by the ruler Gudea and his quest for an interpretation. The dreams are revealed as divine instructions for the construction of a new temple to Ningirsu in Girsu. The remainder of Cylinder A details the construction of the temple.
